Added soils_param.nc file in ListNonDel? BoundaryFiles for all experiments using restart files for SRF component. This is done to anticipate un update of the version of ORCHIDEE. When using newer revisions on ORCHIDEE_2_2 branch (newer than revision 6954), some new variables are needed. If they are not found in the restart file, then the files soils_param.nc will be read. If the new variables are found in the restart file or if the version of ORCHIDEE is older, the soils_param.nc will not be used.

soils_param.nc file can be removed again from BoundaryFiles if the restart file is updated in config.card.
