Tag libIGCM_v2.7.

• simulation running libIGCM 2.7 and above are supervised (compute + post-processing jobs)
• MPI/OMP handling refactoring
• libIGCM/ins_job now takes care of the compute job headers
• IGCM_config_ConfigureExexution define the MPMD/SPMD/MPI/OMP context
• 6 execution types are introduced to drive submissions
• A second set of metrics are produced for LMDz and NEMO and are available from the notebook right away
• Bug fixes, clean up
