Tag libIGCM_v1_3 copy from trunk revision 139.

• New machines added : mercure SX9, vargas Power6
• Ulam instead of rhodes post-process IDRIS simulations
• Asynchronous rebuild available from all IDRIS or CCRT computing machines
• Add calendar "all_leap" (for 366 days in year) in addition of 360d, noleap and gregorian (or leap) calendars
• Add experience type management : JobType?? = DEB(ug), DEV(elopment), RUN (default). Except in RUN mode OUTPUT files will NOT be PROTECTED
• libIGCM now depends on gawk not awk
• Adaptation due to monitoring (monitor run.card, more verbosity)
