New libIGCM tag libIGCM_v1_11.
This is a "big" tag because the last one (libIGCM_v1_10) has began 6 month ago !
Thank's everybody for lot of contributions.

1. IITM machine add
2. Consolidate error treatment for cards read.
3. Compact parallel output text files.
4. Correction SmoothFile section.
5. New Debug directory with useful output files is created if Job fail in SUBMIT_DIR.
6. New variables : LastDate, LastYearDateEnd, LastMonthDateEnd, LastDayDateEnd useful to manage component specific files.
7. Save SUBMIT_DIR path in run.card in option SubmitPath.
8. Add IPSLCM5B config.
9. Add 365_day=noleap, 366_day=all_leap, 360_day=360d and standard=gregorian calendar aliases.
10. Catch return code from all nco operator except ncrcat and exit if SpaceName is PROD.
    Clean error code handling. Special case for cdo command.
    Verif_Exit_Post will stop a job only if SpaceName=PROD, otherwise we relax the constraints.
11. Homogenize IGCM_sys_SendMail across libIGCM_sys :
    Sent mail if compute job fails, except in case of cpu time exceeded of course...
12. titane improvement :
    • Rebuilds and patchs are done on titane's mono class
    • Standard error and standard output end up in the same file
    • Exe files has never been saved and ExeFileSize <http://forge.ipsl.jussieu.fr/libigcm/wiki/ExeFileSize> in the run.card has always been false. Fixed.
13. Bugfix to correct bug with TS 3D without chunck
14. Refactoring of inititalization phases
15. Cleaner output, cosmetics
16. check_expe_files_size.sh will detect gap in your simulation. Will be used during run time at a later stage.
