Tag libIGCM_v2.3 is mainly a release dedicated to Ergon transition and TGCC hotfixes

• Added treatment of MPMD mode with MPI-OpenMP hybrid parallelization for Curie machine.
• Ergon support at IDRIS
• Fix on Ada to reduce memory usage
• TGCC hotfixes due to modified ksh behaviour
• TGCC fixes du to ccc_mprun missbehaviour
