Tag libIGCM_v2.8.

• Add a workaround preventing random crash on Curie
• 4 adjustable levels will drive behaviour when post-processing fails
• Greatly enhance ins_job usability
• Enhance error message when post-processing job stops compute jobs
• Introduce the intel execution environement on Ada for testing purposes
• IGCM_config_ConfigureExexution refactoring. Ada is the exception now
• Ciclad fully support MPMD/SPMD/MPI/OMP
• Use atlas*.cfg from POST if it exists
• Gather project resources consumption information to feed consumption dashboard
• Enhance the support for a second set of metrics. Available on TGCC & IDRIS
• Bug fixes, clean up
