dev_r11265_ABL : see #2131

• use the same tm_su everywhere (Lupkes 2015 bulk and abl)
• cosmetic changes in sbcblk.F90

• change the results when using L15 because of tm_su calculation differences
• identical results when using constant sea-ice drag coefficient
