Vertical mixing schemes that make use of prognostic equations for turbulent quantities (ie. TKE and GLS) need boundary conditions.
Although 1d, production term in these schemes is computed taking half-sums of turbulent stresses at velocity points which themselves need half sums of viscosities. Hence, viscosities at T-boundary points are needed. As it is done, prognostic equations for turbulent quantities are computed at boundary points. A bit questionable, since all quantities are prescribed at these points. Sebastien reported related issues in a nested configuration crossing the equator, where shear instability is important.
Not that this issue is likely to occur with "off-line" open boundaries (key_bdy).

AGRIF Boundary conditions for both TKE and GLS have been implemented in the trunk.
