Description
Implement code used to apply seaice increments; this is used for data assimilation of ice variables. It will also be necessary to make sure the code is compatible with cice.

This is a very old ticket and it won't apply to current releases of NEMO (v3.6 and trunk/4.0).

Who may be still in charge/interested can reopen the ticket and add mandatory documentation
(code revision, fix, wiki, dev branch, etc...) to enable the ST to check proposed modifications.
