Surge modelling with NEMO

Description

We intend to make code amendments to NEMO to allow it to function efficiently as a 2d barotropic model. This will involve use of a key (key_surge) to skip unnecessary parts of the code, alongside the possibility of changes to the bottom friction and/or surface forcing terms to increase accuracy in surge scenarios.

The work is being carried out by the Met Office (in collaboration with NOC) and is not intended at this point to be submitted back to the NEMO trunk. This decision should be reviewed in future.

This branch is now successfully being used for surge forecasting at the Met Office and no further changes are planned at this version.

Note the wetting and drying as implemented in this branch does not work, so it is switched off and those code changes can be ignored. This will be addressed by more recent work (see ticket #1908, #1986)
