small bug in relation to truncation error for restart file date naming
hasn't made it back to 3.6-stable

as in the branch update :

but replicate in 36 stable.
===CO6 branch has restart date updates in it, we just need to update these to include bug fix
Will create a branch of 3.6 stable to test bug fix, also required for CO6/CO7 Standard Rose suites
thus will create branch at CO7/CO6 revision numbers but can be updated to 3.6 stable proper if big fix agreed upon
