How to shift ice properties among categories

Description
itd_shift ice in iceitd.F90 shifts ice volume and area upwards or downwards among categories.
State variables are also exchanged, in proportion of change in ice volume or area.
For some variables, it is not clear in proportion of what this should be done (ponds, snow).
We have to rethink if what we have is sufficient, and coherent for all state variables.
