NVTK: bug at the job launch process if REF_TAGV variable is empty

Description
If the variable REF_TAGV is set to nothing in the NVTK/Makefile,
all following variables won't get their true values. For instance
if REF_TAGV = and USE_IOMPUT = true, in the ./lance_bathch step the value of USE_IOMPUT will become false because of REF_TAGV's empty value.
One solution could be to force a name for this variable or to add
tests of input variables of the lance_batch.ksh script.
