LIM3 restartability

Description
LIM3 is no more restartable. Indeed, we are using ssh in limrhg.F90 for computation of the slope of the ocean, but the ssh has not been read yet.
Fix : read ssh in istate when lim3 is activated, furthermore we are multiplicating the cases where we need the ssh at the beginning of the run (agrif, vvl, lim3), for simplification, I think it should be read somewhere in istate or dom_ini in any cases, even when we don't need to.

As noticed by Gurvan, it was true in 3.1 version, but corrected in 3.2 for VVL purpose, so LIM3 in 3.2 is restartable. It's quite sweet to correct bugs unintentionally.
