New Coastal Ocean configuration as a standard configuration

Creating a new configuration for the coastal Regions.
Based upon AMM but at 12km resolution, including
s-coordinates, tides etc.

Will be including new build keys for AMM,
CONFIG/AMM/cpp_AMM.fcm
and new namelist
CONFIG/AMM/EXP00/namelist
this will run a fully forced model with initial T/S in a restart
assuming sample restart, boundary files
and fluxes are in place

(remove key_bdy and set ln_ana to true, ln_flx tp false and turn off restart,
ln_restart=false for an unforced run with no restart)

Added new arch file for UKMO pwr6
Added new par_AMM_12km.h90 fo AMM domain
Modified par_oce.F90 to include it
modified DOM/domzgr.F90 to avoid divide by zero x/0 for e3t's etc.

A generic run script yet to be added as in gyre etc.

Added AMM-PISCES config.

Files modified are TOOLS/COMPILE/cfg.txt
and added are all under
CONFIG/AMM-PISCES

This has new build keys in addition to AMM config
(key_top, key_pisces)
and 2 new namelists, namelist_top and namelist_pisces
It has been run on Met office System with AMM 12km inputs
the namelist in pisces/top is such that it does not require additional
inputs as the following are set to false:

In namelist_top:

ln_rsttr = .false. ! start from a restart file (T) or not (F)

and in namelist_pisces:
