CONFIGMAN-2 / MERCATOR-2 - Configuration manage robustness and imoprovment

Motivation: A configuration manager demonstrator (SIREN) was added to NEMO TOOLS. Some bugs were fixed this year. Now those code should be agreed and tested.
Status :
Main tasks : -test SIREN code (working group members and maybe some external users) -extract from NEMO the meshmask creation (Mercator-Océan) -main program (python) to manage all SIREN codes (Mercator-Océan) -improve documentation readibility, and add tutorial (Mercator-Océan)
