Replace bare soil albedo with background albedo from MODIS

Description
Currently the bare soil albedo in ORCHIDEE is derived from the soil color maps. We propose to replace it with the observational data - background albedo derived from MODIS with JRCTIP. For this we need to add a new routine in condveg.f90 for loading the external albedo data and interpolating it to the model's resolution. And introduce a new keyword "ALB_BG_MODIS" that will switch ORCHIDEE to use these data for the bare soil albedo calculation. Also the new optimized "alb_leaf" parameter values have to be introduced in the model.
