Description
XIOS need to support gaussian reduced grid in order to be able to output date from Arpege and IFS model.

Done in rev r467 and r468. Major modification have been done. New domain attributes created : i_index and j_index for describing non regular data distribution across client.
Hope no regression will occur with standard grid.
