LIM3 ice rheology

Description
Ice rheology for LIM3 has been re-written because of several inconsistencies in the former routine (especially with the scale factors and the boundary conditions).
A new routine will be committed soon.
By default the boundary velocity for sea ice is (now) no-slip, but the user has the possibility to change it to free-slip (hard coded in the routine)
