Support coupling without atmosphere model

Description
Context
When NEMO is run in coupled mode, it is implicitly assumed that the model to which it is coupling is an atmospheric model. It is necessary to add some modifications to allow NEMO to run in coupled mode without being coupled to an atmosphere model
Changes
The only change needed is in sbccpl.F90, where stress is only coupled if specified in the namelist, instead of by default if in coupled mode.
