Description
Context
It is not possible to have ice in the Parent Grid and not in the Child grid
Fix
modify agrif_lim3_interp and agrif_lim3_update, so that no interpolation/update is done if nn_ice(Parent)=3 but nn_ice(Child)=0
modify sbcmod, so that specific "ice" arrays in sbc_ice are allocated in Child Grid eventhough there is no ice
