Description

This change adds the observation operator (OBS) which allows the model to be compared with observations at the correct time and location.

The code to apply assimilation increments (ASM) is also included.

Rachid,

Can you review these branches for inclusion into the NEMO trunk? The details of the tests are in the wiki wiki:ticket/681?.

These branches are taken from vn3.2. I am aware that some work will need to be done before the merge because of the change in the names of the tracer variables.
