Reorganisation of split-explicit solver, separation of Asselin filter and lateral boundary code from _atf routines and rationalisation of euler timestep code to a single instance. Ideally this work should start from the basic implementation of Do loop macros (KERNEL-02_Coward_DoLoopMacros_part1)
