Milestone libIGCM development

It is devoted to the use of the new libGCM environment developed at the IPSL with the configurations of the NEMO .
This library allows to:

• manage long simulations (i.e. do restart runs, save outputs data, etc ...)
  
• perform time series to check the evolution of a long simulation with user's selected variables such as SST, SSS, ice volume & thickness etc ...
  
• perform also Atlas plots of standard variables or diagnostics
