Always call hydrol_alma

Description
Always call hydrol_alma even if almaoutput is false. The goal is to always calculate twbr and to have the related variables in the restart file (_beg variables). It is also likely that it will help solving the problems with check_cwrr and/or check_waterbal.

Note that hydrolc was not changed. Therefore the option almaoutput still needs to be determined in xios_orchidee.f90.
