initialization issue with frac_snow_veg in dynamic roughness calculation

When using the dynamic roughness calculation, frac_snow_veg is used to calculate z0_ground. In the second half hour frac_snow_veg equals 10e+61 causing a crash in the roughness calculation

frac_snow_veg is used in albedo and roughness calculations. One module comes from CN, the other from CAN. frac_snow_veg had different dimensions, i.e, (kjpindex) vs (kjpindex,nvm). The merge uses the (kjpindex,nvm) dimensions.

Furthermore, frac_snow_veg was initialized in intersurf, but the value was not passed to condveg. This resulted in a crash when running the code in debug mode. That issue was resolved by calculating frac_snow_veg when needed. The calculations are now included in the routine calculating the roughness and the routine calculating the albedo.

The model now crashes with a floating number error in assim.
