Re-write formulations of evap by deleting vbeta and valphas in order to be closer to the original equations.

In fact the problem is more general. We should rethink the interface between diffuco and enerbil so that the the information passed is as flexible as possible.
For instance James will have problems with the multi-story canopy and the current valpha passed. The resistance information passed needs to be more general than what we have now ... and which dates back to pre-sechiba. We could decide to re-write the interface based only on resistances per PFT. Then the combination of the resistances into alpha and beta is done in enerbil. This would give more flexibility for the evolution of the surface energy balance.
