Develop loss of frac_nobio in land cover change

Description
If frac_nobio increases, some C and N are burried below the new non-biological land cover. If frac_nobio decreases the burried C and N - if any- should be released again. In the latter the land cover change subroutine assumes that the soil in virgin. All variables were prepared for this but this change will have to be accounted for in the mass balance check. This is basically a new development and it is therefore postponed.
