Change default for plant water stress

Description

Given the numerous issues with the calculation of plant water stress by making use of the plant architecture it was decided to work for the results of Julien's work and then decide how to proceed. In the meantime testing for milestone 4.1 will make use of the classic soil-driven water stress. Following basic testing, the default of the parameter energy_control needs to be set to 2.

Parameter setting for ENERGY_CONTROL was changed in r6878.
