Close the N-cycle when planting PFTs

Description
Currently (r7278) N is taken from the atmosphere when a new PFT is established or has to be replanted (every year for crops). This leaves the N-cycle open. Rather than taking this N from the atmosphere it could be taken from, for example, the largest soil N pool.
