Enhance TS_Checker and SE_Checker behaviour during Simulation

Description
Using TSC during a simulation should compute an appropriate end date instread of just picking up the current simulated date.

Comment from Olivier : TimeSeries_Checker and SE_Checker take their final date in config.card. When used in an ongoing run, they launch unecessary jobs.
I suggest the use of the final date taken from run.card.
