Add a test like :
/ccc/cont003/home/dsm/p86broc/dev_python/is_monotone.py /ccc/store/cont003/dsm/p86caub/IGCM_OUT/IPSLCM5A/PROD/rcp45GHG/v3.rcp45GHG1/ATM/Analyse/TS_HF/v3.rcp45GHG1_20160101_20251231_HF_zg.nc time_counter
False
and delete output file created by ncrcat to avoid bad TS files.

Since r721 on curie and r809 r810 r811 on all active sys lib we trap "Intra-file non-monotonicity" message before we save the files. We retry 3 times. Has been sufficient up to now.
Avoid tedious python inclusion right now, as we don't yet have python strategy.
