Context
proper treatment of implicit top, bottom and sea-ice frictions.
Implementation plan
Within the RK3 environment, 2 stages:
(1) implicit top & bottom drag.
(2) implicit ice-ocean drag.
Stage (1) feasible during WP2009
Stage (2) is unscheduled: it requires significant changes in the SI3 architecture
