Fix: SECHIBA_LAI can only work when stomate is disabled.
Fix: slowproc_veget should be called after the read of setvar arguments. Take into account potential modifications of lai and frac_nobio.
Fix: stomate_lpj, update lai after modification. Consistency between variables (leaf_frac, vcmax, ...) must be kept when biomass is modified.
New: move setlai into a new file
