Changeset 8256 for trunk

Update in arch files used at obelix/LSCE by default. The new set up in arch-ifort_LSCE_2023.env uses new versions of hdf5 and netcdf. This makes some changes when reading and intepolating input files with XIOS, otherwise no changes have been seen in the results. It resolves the problems with interpolation in ticket #807 . It is also a prerequi for using XIOS3, see ticket #807
