add Steve Navarro as navarro in the saxo project

Steve Navarro is going to work during July and August 2006 on translation and headers migration. So he will need his own account in order to be able to commit.

Account creation was done using ​https://forge.ipsl.jussieu.fr/admin/ in two steps :

• creation of navarro account (on the Utilisateurs side of the page),
• add navarro account in saxo users list (by selecting saxo on the projets side of the page).

This account has been removed from the saxo users list.

Olivier Thauvin removed this account on forge.ipsl.upmc.fr last week using his root privilege.

It was the first time that an account has been removed on this system so we do not know yet if there will be some side effects.

For example, I noticed today that some svn directories belong to userid 1147
