Useless variables in the restart file

Description
The variables qns_b and sfx_b are declared, initialized, read/written in the restart file ... but I cannot find any real use of them.
Unless I have missed something, their declaration and allocation could be removed in sbc_oce.F90, as well as all their occurrences in sbcmod.F90.
