Print output if reading open boundary data files can be missing

Information about the proper reading of open boundary files in ocean.output

Analysis

With the recoding of bdy initialization, boundary data arrays are not allocated anymore over processors that do not overlap an open boundary segment. No attempt to read external files in this case is made as expected. The problem is that if the processor that do print information does not contain a bdy segment, no information in the ocean.output file is given which could let the user believe the file is not read.
