Description

Changes to lateral diffusion on momentum to allow the user to use both laplacian and bilaplacian diffusion together. This may be of use for the suppression of grid-point noise in high resolution configurations.

This change also includes the option to use neither lateral diffusion operator for testing purposes.

This includes an additional namelist variable to specify the background bilaplacian diffusion coefficient.

No new cpp keys are required.
