Description
Need to update the substepping option (using nn_dttrc) to work in the new TOP routines in VN3.3.1. This includes reintroducing the variable nittrc000 throughout the code and including the provision for averaging physics variables over the substep period.

I have updated this code to work correctly for the substepping option in the TOP code. As I said in my emails, I had to reintroduce the variable nittrc000 throughout the TOP_SRC code (and subdirectories) as well as in the OPA_SRC/TRA routines. I've also added two files in TOP_SRC: trcsubstp.F90 and sshwzv_trc.F90 and created allocatable variables for the time mean and temporary holding places for the physics fields that need averaging over the substepping period. The averaging is especially important for the shelf runs that use vvl.
I've tested using PISCES on our AMM7 domain - looking at differences in the physics (none) and biology with nn_dttrc =1 and nn_dttrc =2. I'd be happy to run some more tests but would need some input from you to get them going. I've reassigned the ticket to you for reviewing of the code.
