Add obstools and update documentation for OBS and ASM

Description
Last year the OBS and ASM branch was added to the NEMO trunk. This year we propose to add some utilities from NEMOVAR which help to work with the feedback files produced by the obs code. One example is fbcomb which rebuilds feedback files produced in multiprocessor runs.
Other tools are those to convert files from enact, coriolis, bufr or SLA to standard feedback format.
The other part of the work would be to update the documentation to describe these tools.

Please can you review this change. Current revision 3002.
There are no changes to the NEMO code. The changes are to add the obstools (fortran observation feedback file tools), dataplot (IDL observation feedback file plotting) and to update the documentation. I can build and run the obstools using the maketools script. I have also tested dataplot works.
