Description
There is no dummy routine for gls_rst which makes the compilation fail without key_gls. Furthermore, I don't think gls restart should be called from step but from zdfgld

Correction of the compilation error without key_gls done in changeset:2264
The restart of GLS cannot be call from zdfgls.F90 ! Like in TKE case, the GLS restart includes avt and avm fields which are further modified after the call of zdf_gls due to double diffusion or tidal mixing or enhanced vertical diffusion....
Therefore the call to gls_rst is put in step at the end of the part dealing with the vertical physics
