in obc_fla_ts_north and obc_fla_ts_east, loop are not done correctly on velocities

Bonjour Rachid,

I am not sure I understand why the status of this bug is fixed: according the source on the trunk, the east and north routines still miss the right loop for ssh and tangential velocity. Attached is my source. Am I looking at the wrong source?
