Create specific sub-branch AGRIF/release-4.0 by copying current AGRIF/dev
This sub-branch will be the one referred in the externals of the impending NEMO 4.0 release.
It's a way to be sure to have 2 distinct source codes of AGRIF library if necessary:

AGRIF/dev for development in line with NEMO/trunk
AGRIF/release-4.0 for support of NEMO/releases/release-4.0
